Board Of Directors
Directors are either elected by county voters or appointed by the Virginia Soil and Water Conservation Board. The board is responsible for overseeing programs and initiatives focused on soil and water conservation within Loudoun County.
James Christian
Chairman
As Chairman, Jim’s duties include presiding over board meetings, calling meetings to order, ensuring a quorum is present, and maintaining order during discussions. They also lead the board in identifying and prioritizing soil and water issues, fostering community understanding of conservation efforts, and ensuring the district effectively coordinates with other agencies to implement programs and deliver services. In essence, the chairman provides leadership, serves as the board’s primary spokesperson, and ensures the district fulfills its mission to conserve natural resources.
Uzma Rasheed
District Director (Vice Chair)
Uzma serves the board as a district director and vice chair. As a district director, Uzma plays a pivital role in guiding the district’s efforts in conserving soil, water, and related natural resources. The responsibilities of the district director Role include setting priorities, developing conservation plans, supervising district staff and projects, preparing budgets, and promoting conservation through community outreach to landowners, community leaders, and youth groups. As vice chair, her primary duty is to preside over board meetings in the Chairman’s absence.

John Flannery
District Director (Treasurer)
John serves the board as a district director and treasurer. As a district director, John plays a pivotal role in guiding the district’s efforts in conserving soil, water, and related natural resources. The responsibilities of the district director Role include setting priorities, developing conservation plans, supervising district staff and projects, preparing budgets, and promoting conservation through community outreach to landowners, community leaders, and youth groups. As treasurer, his primary duty is to ensure designated funds are properly allocated.

Stuart Vermaak
District Director (VCE Unit Coordinator)
Stuart serves the board as a director and Virginia Cooperative Extension Agent. Stuart joined the VCE Loudoun team in the fall of 2017 and assists the county in providing educational programs and advice on food safety for producers, consumers, farmer’s markets, restaurants and retail establishments. In 2020, Stuart obtained his Masters Degree in Agriculture and Life Sciences with a concentration in Food Safety & Biosecurity from Virginia Tech.

Peter Holden
District Director
Peter serves the board as a director. Pete is a retired Loudoun SWCD staff member and Area II chair.
Barbara Christian
Associate District Director
Barbara serves the board as an associate director. Barbara is a retired Environmental Science teacher and advocate for a sustainable Loudoun County.

Tia Earman
Associate District Director
Tia serves the board as an associate director and is farmer and rural land use planner. Tia is the current president of The Loudoun County Farm Bureau, and serves on the Loudoun County Zoning Committee (ZOC) as well as the Rural Economic Development Council for Loudoun.
Derrick Clarke
Associate District Director
Derrick serves the board as an associate director. Derrick plays an active role in our community advocating for proper food diversion and encouraging Loudoun residents and businesses to compost food waste. Derrick has started the program, Agricair, to unveil the “Proud Food Waste Diversion Partner” logo. Look for the Agricair logo around Loudoun!
